State General Inspection Org.

On the basis of the legal authorities granted to the Judicial Power to supervise the proper conducting of the Country's affairs and correct implementation of the laws by administrative organs of the government, an entity called, the State General Inspection Organization' has been formed under the supervision of the Judicial Power (Article 174 of the Constitution).

The chief of the Organization shall be assigned from among the Islamic religion judges (Islamic religious men) or the judges who are in judicial grade 10 or 11. The chief of the Organization can select from among the qualified judges a deputy and a number of assistants and inspectors as will be required.

The inspectors must have obtained judicial grades or be selected from among those individuals whose judicial qualifications are agreeable to the Judicial Power.

All officials in the ministries and government and public offices are bound to make at the disposal of the inspector (s) assigned for inspection, without delay, all documents needed by the State Inspection Organization. In the event the documents are confidential a request from the chief of the Organization and approval of the Head of Judicial Power shall be required. In case an inspector, or inspectorate team, deems it necessary for the proper conducting of the affairs that one or more personnel of an entity being under inspection must be removed from their offices, the matter with the reasoning should be promptly reported to the minister or chief of the entity concerned with a request for suspension of the individual or individuals concerned. The minister or chief of the entity is bound to carry out the request of the inspector or the inspectors, otherwise he will be personally responsible for the outcome thereto and the organization shall report the matter to the Head of the Judicial Power for proper decision.

The organization shall report to the president, any shortcomings, misconduct and violations in financial and administrative affairs of the ministries, foundations and institutions.

For the violations of the government entities and companies and government affiliated entities, the report will be submitted to the minister concerned. For the violations of a municipality and its affiliated entities the report will be submitted to the minister of State.

For the violations of non government organizations but receiving financial assistance from the Government the report will be submitted to the Ministry of Economic Affairs and Finance. For the violations or offenses of the judicial and justice authorities the report will be submitted to the Head of the Judicial Power. And for the matters assigned to this Organization by the committees referred to in Article 88 and Article 90 of the Constitution the report shall be submitted to the said committees.
